Katerra watershed protection plan to get public hearing

Tonight’s planning and zoning meeting includes three public hearings, one of which concerns the Qualified Watershed Protection Plan for the proposed Katerra plat in the newly annexed SMART (San Marcos Air, Rail and Truck) Terminal property.

The Katerra plat is located off State Highway 80 near Farm to Market Road 1984. The project reclaims water quality and buffer zones. Qualified Watershed Protection Plans must meet the requirements of the environmental chapter of the city’s land development code and Flood Damage Prevention Ordinance. The plan must also mitigate the project’s effects on water quality and buffer zones. The proposed project provides a hydraulic analysis showing no rise in the floodplain or rise contained within a drainage easement. Some of the proposed measures for water quality will remove 70 percent of the increased total suspended solids. City staff has determined that the plan meets city code and ordinance requirements and mitigates effects on water quality and buffer zones. 

Another agenda item concerning Katerra -- but not subject to public hearing -- is approval of the final plat of the Katerra site, which consists of about 82 acres. This request is consistent with the Chapter 380 Agreement the city approved with the SMART Terminal development last month. The final plat involves the creation of two streets. 

The 2020-2029 Capital Improvement Program is also set for a public hearing tonight. The presentation on the program will include the city’s long-range plan and schedule for capital projects, financing options and a detailed look at projects scheduled for the first three years. Projects scheduled seven to 10 years in the future are less defined.

P&Z will also hold a public hearing on rezoning 8 acres adjacent to PODS storage and the Amazon fulfillment center from Future Development to Light Industrial. The applicant is requesting the zoning change in order to expand the existing PODS storage facility. 

Planning and Zoning will meet at 6 p.m. in the council chambers at City Hall, 630 E. Hopkins St. P&Z meetings are also streamed online.
