Garza calls court ruling a victory

“A victory for all Texas Indians,” is how Dr. Mario Garza of the San Marcos-based Indigenous Cultures Institute characterized a recent decision by a federal appeals court over the use of eagle feathers by Lipan Apaches in South Texas.
Garza, of the Miakan-Garza band of the Coahuiltecan people, was responding to the court’s decision that the Apaches may legally use the feathers of eagles, hawks and other protected birds in their ceremonies.
